Certified Boundary and Utility Survey
By leveraging pre-reserved field time, our surveying team mobilizes immediately to collect accurate boundary and utility data—ensuring critical assumptions are correct from day one. Early survey control reduces rework, prevents flawed design decisions, and keeps projects moving forward with confidence.
Rough Concept Drawing
Our engineering team works directly with the developer to translate vision into a clear, buildable concept. By capturing ideas early and putting them on paper, we create a practical foundation for productive discussions, informed decisions, and efficient progress moving forward.
Pre-Application Meeting
This meeting delivers significant value by engaging key jurisdictional decision-makers early for a focused “red flag” review. The goal is to identify potential constraints and approval hurdles upfront—before time and capital are committed. Samford Group handles scheduling, meeting facilitation, and detailed documentation using AI-powered tools, allowing developers to participate as much or as little as they choose.
Entitlement/Zoning Strategy
Successful zoning strategy starts with two questions: how the site is currently zoned, and what zoning designation is realistically attainable to achieve the project’s goals. Understanding existing zoning determines whether a rezone is required, and if so, which alternatives offer the best balance of entitlement potential, allowed uses, and risk. By analyzing adjacent land uses, ordinance requirements, and jurisdictional realities, we turn zoning from a potential obstacle into a strategic asset for the developer.
Engineered Concept Plan
After completing key meetings, surveys, and establishing the optimal zoning path, we develop the Engineered Concept Plan. This plan moves beyond high-level layout to evaluate the site’s infrastructure feasibility—confirming that sewer, water, stormwater, fire access, and roadway requirements can be met. The result is a viable concept that supports confident progression into initial design and permitting.
Proposed Predevelopment Schedule
Consistent with Samford Group’s core values, we prioritize setting clear, realistic expectations—and meeting them. The predevelopment schedule integrates Samford Group tasks, client responsibilities, jurisdictional timelines, and subconsultant schedules into a single, coordinated framework. This schedule guides decision-making throughout predevelopment and is critical to moving efficiently through due diligence.
Risk Register
The Risk Register serves as a clear summary of key findings, giving the developer a quick, high-level view of identified concerns. While not intended to be exhaustive, it outlines known risks along with potential mitigation paths and associated capital requirements—supporting informed, timely decision-making.

If contract for Core Design is signed within 30 Days of Entitlement Approvals, 100% of the cost of the 30 Day Subdivision Greenlight Package is credited to the Core Design Fee.
Delivery
Subdivision Greenlight Package will kickoff at the soonest 15th or 1st following client kickoff. Samford Group shall deliver the package within 30 days of kickoff or client will be upgraded to an Expedited Start Status on their Core Design free of charge.
SLOTS
Capacity
Only 2 slots will be available per jurisdiction per month and there is a cap on overall slots as well.
If there is not capacity, Samford Group will communicate that to the client and will place them on the wait list at a predetermined slot.

$1,100/lot
30% due at signing, remainder billed semi-monthly (percent complete)
If client responsibilities are met, 100% of the cost incurred with Greenlight Package are credited towards Core Design if Core Design Proposal is signed within 30 Days of Entitlement Approval.
Scope
Full Civil Engineering Documents will be submitted to the local jurisdiction within 8 weeks of Notice-to-Proceed
Permitting Efforts are Included in the Fee
Conditional upon client returning all correspondence within 48 hours.
All Survey, Utility Documentation, Client Design Specifications are provided at Notice to Proceed
Jurisdiction/3rd Party Fees paid by client within 2 business days
Excludes agency moratoria, post-submittal code changes, owner requested scope changes, DOT Design, Additional Exhibits, and off-site improvements.
If we miss our deadline, client is credited/refunded 20% of core design fee.
